It is not clear how do you use "repeated field", but it may be better to another table instead of repeated field.
Sorry for the confusion. It's not repeated fields, they are repeated data. For example:
Institution name 1 has qualification A, B, C & D
Institution name 2 has qualification A, B, C & E
Institution name 3 has qualification B, C & D & F
Institution name 4 has qualification A, C & D , E & F ...etc
Now I can have a selection list of institution name 1, 2, 3 & 4.
And how can I create a selection list of qualification name of just A, B, C, D, E & F (but not all the qualifications of all the institutions in one list).
I hope the above clarify my query and hopefully generate a solution from our FM community.
There is a field that use the selection list of institution name, then make relation with
aField = institution name
list of qualification use the relation as "only related values".

I'm aware of list related to value only. But in this case, I want a list (without any duplication value) but NOT related to any value (field). For example:
Creating a new institution name, then create new qualification (via portal). Rather than typing the new qualification, I'd like a drop down list which have all previous qualifications from other institutions (again without any duplication of value in qualification field).
Or another example, when you're in Find mode, you want a list of qualification (without any duplication value) to choose from rather than typing the text.
Valuelist using field value always make a list without duplication.
How do you store "repeated data"?
