Your feature list has a lot of "we also want to" items in it. The more you add to what you want to do, the less likely you are to find an "off the shelf" solution that will fit your needs. You've raised certain points like security and web integration that further that thought.

Most important in getting custom solutions is having a clear idea of what you need. writing down a feature list and some basic requirements goes a long way to start.
To add to Mike's suggestion, when you write your requirements list, give them a rating from 1-3:
1 = must absolutely be done immediately.
2 = we need it but it can wait.
3 = sure would make life easier if we had this (but we can get by without it - at least for now).
As Mike notes, your original post has a number of "we also want to" items. Prioritizing your needs helps you and your developer(s) map out a plan for the software creation, training, and implimentation.
Maybe to be running by June - we have a conference in September and member renewals go end of September. The committee and part could be before or later.
