Yes, so long as the file is local to the device.
You may want to consider the several syncing solutions available:
From your description it sounds like the original file is hosted on FMS. And you want to sync data to a local FMP file in FMGO.
Certainly this is possible. You have to sync data between the hosted file and your FMGO local file. You can develop your own sync process or use one of the available products. See Mike Mitchell's post.
FMGO does not have ESS capability. You cannot enter data and send it to an ESS table without being connected to the internet.
So again you have to use a Sync process to a FMS hosted file so the FMS can connect to the ESS destination and perform the data transfer.
Working off-line with FMGo has been done in several solutions. That is why there are sync solutions available.
