Yes I'm sure that the files native date format is just one line in the FMPro file... but it can't be changed!
P.S. I'm in Australia but making something for the US.
have you tried to export the database with "Save a Copy as" after setting the operating to the language you like?
Have you tried saving a clone of the database file when the international date settings are set to USA?

The correct answer is above from David Head.
To give some more details I did the change on Windows 10 with the following settings:
Settings->Time&Language->Additional date Time & regional settings->Change Location
Then under the Formats tab I changed it to English US and also under the Location tab, and also under the administrative tab for non uni-code applications and pressed apply which restarted the computer. Then I did as David Head said above.
Under a Mac it's probably easier but I didn't try it there.
Ok, I'll try it again. Maybe I did something wrong (I'm on Mac btw).

Sorry I can't help more, but this is what I would try:
1) System Preferences->Language & Region
2) Restart Mac
3) Now make the clone (no records)
