Interactive containers not working in WebDirect on mobile browsers

We have a solution where we allow the user to view PDFs on WebDirect. On my Mac, in Chrome (latest 64-bit version as of this post), the user can interact with the PDFs just fine. You can save it, page up and down, etc.

 

However, on my iPhone 6, using latest version of Chrome and Safari, all I can do is make the container field active and I can't interact with the PDF. I have tried making the container field and layout small so that they are well within the screen size of my iPhone but the results were the same.

 

Our client wants these PDFs working on his phone. Has anyone figured out how to make this work? Or is this just broken?
