FileMaker does not have a limit for importing records from Excel (and 16 records would be a very low limit). Compare the imported records with the ones which failed, this might give you a clue. Most probably there is an error on import and the problematic records are being skipped.
Records are not skipped, fields are.
OK, FIleMaker probably has a limit of how many fields you can import, but this probably goes in thousands, not 16.
What sort of data is in the columns which are missing?
How many fields do you have in the target FileMaker table and did you map all of them?
Have the fields in FIleMaker any validation enabled?
Check that the fields in FileMaker you are importing to are not calculation fields.
Are the fields on the layout?
Sorry Mike but I do not understand the question.
I have on my layout 20 fields with the same name of the fields in the excel file es:
F1 F2 F3 ....... F18 F19 F20 (FILEMAKER)
F1 F2 F3 ....... F18 F19 F20 (EXCEL)
When I try to import the records in my Table I can se only field up to F14 all the remaining are not displayed in the "import" windows, where you can choose what field goes into witch......
Make sure that in the Import Field Mapping dialogue Target "Current Table" is selected.
Can you see all 20 fields (from Excel) on the left side of this dialogue?
I can see all my fields on the right side, but on the left side I do not see all of the one I need to import.
I can just see 17 of the 21 Field I have to import. The "Currente Table" is selected.
Also scroll down to make sure the fields aren't somewhere down below.
You should be able to choose "matching names" and force it to line up.
Are all the columns on the same worksheet in the Excel file?
Do all the columns have the field titles in the first row?
So, the problem is that excel columns are not appearing in FileMaker Import dialogue. Would you be able to post a sample Excel file with two-three records to demo the problem?
I did all of the above before posing the question.

I've tried several combinations of options in the import dialog and can't get this to happen.
What happens when you open the excel file into FMP as a new data base?
Do it once checking the box to make the first row data, and once making the first row field names.
Can you make a screen shot of the entire Import dialog? the settings under the field selections may play a part.
