I would create a script "Close FileMaker" and then I would use this as the default way to close your solution. In this script I will do the checking and household wanted by you, and the user can even cancel the close procedure.
You can also use the on last window close, but that is more of a one way procedure.

When the user has chosen to exit FileMaker (Quit) you can still catch the event via the script trigger shown here:
But we are trying to avoid this way of doing it since at the end of the script FileMaker will close, even if for some reason you would like to cancel the close/quit procedure.
This is what I ment by writing "one way" ... you can not turn around.
