Typically it is because you really do have another copy of FMP open. When FMP (or FMS) starts it grabs port 5003. When you open another copy of FMP it tries to do the same and finds it can not and shows this message.
If you are absolutely positive that you don't have FMS or another copy of FMP running then do a port scanning or netstat on your machine to see what has port 5003 open.
multible users loged in to the computer ? that has it running..
or simply restart it and see if it continues.
If you do not need shared enabled in that file you can also turn it off, then it will not try to make itself available via peer to peer when you open it.

Port 5003 is what your FM Pro is trying to grab and it finds that it can not. So it comes down to trying to find the application or service that has already claimed it. What did you use to look at the list of open ports?
