This is just one way to get this to work.
it didn't work as expected... I wanted it to evaluate at run time for each of the recipients separately, it actually evaluated the $txt only once for the first record, and used it for all recipients
I used the following:
Multiple emails(1 for each record in found set)
You should post your entire script instead of pseudocode.
In your oroginal snipet you don't explicitly set $a to anything so i had to guess at a fix.
Are you traversing a found set and sending many emails, one for each record/
Accurate responses come from precise questions
Evaluate() doesn't do what you think it does.
You need a Loop to go through your found set and send your e-mails. The "Multiple emails" option won't work here.

Post your script. See message 4 about using a loop.
Your code snippet showed you didnt understand the Evaluate() function. Thats why i left it out of my pseudocode.
Your last post suggests you also do not understand the Let() function...
Neither Evaluate() nor Let() are solutions for your current problem sending emails.
You need to figure out how to instantiate and assign values to variables and Implement a looping structure in your script to send one email at a time.
Without posting your entire script we are taking stabs in the dark at solutions.
