Thanks for the reply, but neither of your linked solutions appear to enable exporting a report to Word. But maybe I am missing something.
Am I missing something on why this has never been added as a feature or how it can be achieved?
In the end, too bad for Filemaker, I could have convinced our department to buy multiple licenses of Filemaker if this were possible. Now we will stick with Access.
A plugin was suggested and it works.

Word should be able to use the HTML
The plugin website is a bit confusing but does not appear to mention exporting a report to Word. It seems I have to spend $150 to see if it works, and I'm hesitant to do that.
Your proposed solution appears to export a single field. I'm not sure how this would apply to exporting a report layout. Can you provide more detail?
As part of MS's suite, I would expect Access to have tighter integration with Word. If that is a better fit for your project needs, then sure, stick with what works. It really depends on the project requirements... are there images that need to be output? Is this a mail merge?
There are also plenty of options for working with Word from FileMaker. In addition to those mentioned, here are a few others that come to mind:

Outputting RTF as text
External script via Applescript or VBscript
Export to and excel file and merge to Word

I am wanting to export a sub summary report layout (that includes nothing but columns of text) to an Word doc that visually looks the same as the original FileMaker report. I've tried exporting to excel as an intermediary, but it does not preserve the sub summary headings.
Could any of the above accomplish this?
Export a single field or several records, but yes, basically you have a calculated field that is "html-like" with the styling. if you export the single field (many records) you'll get a return - char(13) - between the records/rows, but HTML will ignore that. So export as tab and rename the extension as .htm
There is an Export with HTML table type, but unless you need a table, probably not what you need to use.

Sorry, I missed that you tried to export as Excel and don't get the sub summaries.
There are several articles that may help you get a better report for Excel, for example:
I personally use XML (with XSLT) to get Excel with formulas (which would give you the summaries).
Again, a sample of what you have in FM that you want in Word would be helpful!
You can “export” to Word from FileMaker using AppleScript.
