Display PDF with limited interactivity?

I would like to include an interactive container field for PDF files on a layout. I would like users to be able to scroll or page through the PDF document, but I don't want them to have full access to the tools and options in Adobe Reader's web plug-in. Is there: (a) some way to disable the tools available in Adobe Reader's web plug-in, or (b) a simple PDF reader web plug-in I could install on the computer that only allows reading a PDF, no commenting, no exporting, nothing else, just reading/scrolling/paging?

 

This is for a standalone kiosk database, so it doesn't matter what PDF web plug-in viewer I use, the machine is not going to be used for anything else.

 

Here are my operating parameters:

  • FileMaker Pro v13
  • Windows 8.1
  • Adobe Acrobat Reader DC

 

I've tried setting Microsoft Reader to be the default PDF program, but then clicking on the interactive PDF in FileMaker launches MS Reader in a new window, which is not helpful.
