An old trick to get column headers in FileMaker's CSV export is to actually save it as 'Merge' format, but simply use the '.csv' file extension in the file name...
Just tried it using WebDirect here, and looks like that will do the trick...

Ok, that works. Now, how do I automate the replacing of the csv file name extension for a windows user. My client needs to do things with fewer steps.

Sounds like you are getting there with it :-)
You could have a script such as:
Set Variable [ $path; Value:Get(DesktopPath) & "exp.csv" ]
Export Records [ With dialog: Off; “$path”; Windows (ANSI) ]
Edit: Actually, for WebDirect, you can get away with just setting the $path variable to your file name - e.g. "myexport.csv"
