It gets better...
FMS 14 now won’t DEPLOY on older machine that it had been RUNNING on. Both El Capitan 10.11.4. Both can't connect to test web server. Install checks to make sure ports are ok, so why does the deploy fail? I even tried to reboot computers, router, modem. Stuck. Might be an El Capitan problem.
Do you think FileMaker will care about their free-1-connection test server 14? Sucks. I just bought a bigger, faster, 4-core computer so I could proceed with some work.
Huge problem with El Capitan and Server 14 installation.
El Capitan removed WEB SHARING panel. I was able to find one, to turn Apache on.
But now the installation of server sees WEB SHARING (Port 80, which is essential to it, the server) as BEING IN THE WAY of the installation itself.
Real Catch 22. Can't install with it; can't install without it.

There are special needs to install FMS 14 on Mac OS 10.11.4.

You need both the FMS 14.0.4 Full Installer and a 14.0.4b patch.

Thank you. I'll check the article out. Hope it tells how you install with Apache on or how you install patch before you deploy, which fails if Apache is off. Catch 22. Again, hope article has the answer. Thanks.

Bravo. Looks very promising. Tells you how you can install the full and then the patch without first deploying (elimination of the catch 22). Can't wait to try.

That did the trick!
1. Full Install No deployment
2. Type command at
terminal to allow patch
to come in
3. Patch Install Then deploy
And the patch turns on the web serer
Are you running the macOS Server App?
Old problem; was fixed.
Had to install a patch between install and deploy
