-> is what allows you to add shortcuts to submenus, so "Arrange->Resize To->Largest Width" should work (does for me anyway).
I have "->" as the submenu divider.

And your OS/FileMaker Pro Advanced are both in English?
What shortcut are you trying to use - maybe one that's already in use? This works for me when I set it up as an App Shortcut, for shift-option-command-L.
OS is Swedish, FM is English. Shouldn't matter though and all other shortcuts work (except for those that are nested).
I have tried 5-10 different shortcuts to no avail.
Do you have 10.11 as well?
If it's working for you then I know something is wrong with my setup. It is strange though, since all other shortcuts works, and nested shortcuts works in other applications...
Hmm.... This is REALLY strange!
I moved the shortcut from the "Filemaker Pro Advanced" section to "All Applications" section, and then it works!

I don't know that it is case sensitive, but it is "FileMaker"
