I have seen another Thread similar to this: FMP15 unable to access any server
If you could provide the following information:
-Does the issue occur in Safe Boot?
-Does this issue occur on a Brand New User?
-Are you accessing a FileMaker Server 13v9 or newer?
-Is SSL enabled? (Try with SSL disabled?)
-Are you running any other FileMaker Applications while running 15? (Does it make a difference?)

I tried this with two new users and one other existing user:
New Local user: everything worked great!
Existing Local User: everything worked great!
User from Active Directory who had never signed on to this machine before: Same problem
It seems that the issue has to do with users that signed into the computer using an Active Directory account.
Safe boot didn't help anything, no other applications running..
All servers are up-to-date 14 or 15.
Non-ssl 15 servers load eventually, but very slowly.
SSL on FMS 14, valid or not, do not load.
You mentioned you:
deleted the folders in ~/Library/Application Support
Can you confirm whether you removed the “Permittedlist.txt” from ~/Library/application support/Shared?
Also, it only occurs with Active Directory accounts for those two Macs, not every Mac. Correct?
Deleting Permittedlist.txt lets the Permitted Hosts tab open in preferences. Once a new host has been approved (which also causes FM 15 to freeze) the tab freezes when you try to go to it.
I only have two Macs joined to the domain to test on, but on both computers the network accounts have this problem while local accounts do not.
Just to clarify on this,
Before you "always approve" an invalid SSL certificate server:
Valid SSL servers - works fine
non-ssl servers - works fine
invalid SSL servers - hit ok (but don't check always), but the connection fails and no files load
Permitted hosts tab - opens fine (and is empty)
Once you've "always approved" a server with an invalid SSL certificate:
FileMaker freezes when approving, and so you have to force-quit
Valid SSL servers - doesn't load
non-ssl servers - doesn't load
invalid SSL servers - doesn't load
Clearing the permittedhosts file wipes that list of servers away, so things half-work again until you try to "always approve" another server or try to access an invalid SSL server, which still doesn't load.
Any updates on this? Have you been able to reproduce this internally? Currently I'm unable to connect to a number of different client's servers using FM 15 because of this, which is disappointing.

Testing was able to reproduce the issue and may have found some possible causes. It is There are no Work Arounds so far and no further information is available at this time.
What we found:
- Works fine with local OS accounts
- Worked Pre-15 on the issue computers
- Able to reproduce this with Domain Accounts
Glad to hear it. Reproducing it is the first step towards a fix. Hopefully there will be an update available soon.
This issue has been resolved in FileMaker Pro 15.0.2.
