The new licensing options may well make great sense for you. It's certainly something to look into. With only 10-15 on at a time, Concurrent Connections (3 groups of 5) would run you about $29 for FM Server 15, plus $40 per group of 5 Concurrent Connections. Your cost would be about $150 per month. When you license the Concurrent Connections, you'll get a link to FileMaker Pro (for User Connections). It's a full-featured version of FileMaker, but it MUST connect to a copy of FileMaker Server. Check with FM Sales, but if you could use that sort of model, everyone could have the free FMPUC and you'd be up-to-date.
It's DEFINITELY worth a call to sales.
As for your situation, FM 12 is no longer supported anyway. They support 2 versions back. I know the requirements say Windows 2012 R2 is not supported for FM 12 Server. It might work, but it might not. For 90 users...I'd want to be sure.
We switched to Server 12 a couple weeks ago and have noticed no problems. All appears to be working just fine.
