First off, what version of filemaker are you using? That doesn't look like a current version.
Second, what table is your layout based on?
Third, if "New Discrep" and "Database" are essentially records from the same table, you will need to create a self-join to a table occurrence in the relationship graph, assign it a cartesian [ x ] relationship, and then make the portal in the database tab based on the new table occurrence. This will allow you to view a portal of related records on your form view.

The Table that the layout is based on is "Discrepancy Project v2" The Images display the layout which I called "DISCREP DB" which I made using the New Layout / Report button in layout mode.
"New Discrep" & "Database" are the same table. How do I go about creating a self-join table? Manage > Database > Relationships? Am i basically duplicating the table and making a relationship to each one of the fields?
You wouldn't be creating another table, you'd be creating a table occurrence. It's an alias of the base table in the relationship graph.

It doesn't really matter what fields you relate on for a cartesian join, because you're only interested in viewing ALL records from the joined table.

And also, support has already pretty much ended for pre-12 versions of FileMaker, you should upgrade soon if you plan to continue developing and using the platform.
I was able to get it working! I will look over those links. I will have some more questions coming up. Like doing the same thing in the ENG tab but to only display all entries that have a source as ENG. The source field is a validation field.

You'll want portal filtering for that. You can copy the portal you already made, and under the portal settings, write a filter calculation where:
portalTable::someField = "ENG"
that will filter so you no longer see all records, only the ones that match the condition.
How do I edit: portalTable::someField = "ENG"
so that I can have say only display ENG, SR, PROD, NEWS, and so on..
