This sounds like communication. Is SSL turned on?
I am having the same type of issue.
Filemaker Server 14, using Filemaker 15 took well over a minute to find the files on the host on our LAN, very small network 7 users in 2 rooms side by side.
I tried starting an application that I use every week.
With Filemaker 14, less than 1.5 seconds to open to login, with Filemaker 15, it took 55 seconds to get to login on the same computer. This file did not work like this last week. All files on the server react similarly. Fine with FM 14 client, and terrible startup with FM 15 client.
In general, it's better to upgrade the server before updating the client. There are often changes to Server that are needed for the client to operate effectively.
Any possibility of upgrading the Server install? I have not seen a slowness issue with 15 connecting to 15 Server; in fact, it's markedly faster.
I understand what you write and Mike you know I trust you a lot. But why is Filemaker telling me on the phone that it is not an issue at all. a small issue acceptable but an issue that is not working at all that is very questionable and that's why I don't want to change and make all the work and then finding out that it was waist of time.
I can't answer why FileMaker would tell you it's not an issue. Not inside that person's head.
It's not really a waste to upgrade, in my view. It's better to keep up, and you're going to see lots of bug fixes and new features. Even if it doesn't solve the performance issue, it's still beneficial.
For what it's worth, I have been using FM15 and FMS14 for a while, and have not seen this issue.
Do you have Bonjour installed on both Server and Clients?
Once the files are open does the solution perform as well in FM15?
yes both sides bonjour installed. Once it is open it works well.
It sounds a lot like situations I’ve seen where there are bad file references in a database. Are all your external data sources of the form file:[whatever], or do you have explicit IP addresses in there?

I also can't speak for the Support Agent you had when calling in. It could be that they meant it wasn't a known issue with FileMaker Pro 15. Ideally we would narrow the issue down as far as we can. If you could provide some information for me:
-What update of FileMaker Server 14 are you running? (126.96.36.1994?)
-Is this happening when connecting with FileMaker Pro 15 from both the Mac and Windows Operating Systems?
-Does this happen with more than one host? (Perhaps test by hosting a Starter Solution on a copy of FMP14?)

I see I miss an update.
We have only Windows.
It happens with any client on any machine.
Interesting point has a couple left that had IP addresses and changed them to file: and it did nothing.
I found my issue. My server has two network connections on the LAN. When I setup my hosts in 14 and 15, I used different IP addresses in 14 than I did in 15. The network connection on the Server that I used in 15 is malfunctioning. When I set the hosts to the same IP address I get the same results in 14 and 15.
Yes, this sort of behavior sounds very much like a connection / networking issue. Are we sure we don't have a bad switch or hub somewhere?
