You cannot do that natively in FileMaker. You'd have to work with an external charting API tool in the web viewer object.
I've used google charts, C3/D3 Charting, and Highcharts. They all have the capability to display default information about the point or additional information that you've collected from your database. Its a bit of a challenge and fun to get them set up, but it is very doable.
The first and the last images here are from Google Charts. The middle image is from C3 Charting.
You can pass in additional information to each of the tooltips that pop up. These here are just the defaults.

My strategy with xmChart is to have a table with just a couple of text fields, one of which contains a skeleton of the formula. The skeleton contains placeholders, like <<xdata>> , <<ydata>>, <<scaleX>> etc.
When I use a graph I first set a var to the desired skeleton, then I substitute the placeholders with text calculated by custom functions.
Here is an example of real data, the outside temp at our office (in °C) for the month of april 2016, plotted with xmChart inside Filemaker.
Using xmchart, how do you use fields (for the chart data) in the ChartData function? In all the examples, I see hard-coded numbers.
I must be missing something.
You use List(yourtable::yourfield) to get a series and you separate series with " ; "
OR you use ExecuteSQL to get the data OR you Use ListOf OR you loop on records... so many ways.
