Why do this? Do you have three machines available? As far as I know a Filemaker Server license is limited to one instance.
When I got the licence discussions right, a FLT licence comes with ONE server and the desired number of connections/clients.
You can install one FMS as a multi-machine-system that separates those tasks - maybe that's what You are looking for
(see the manuals for FMS)
If You install separate instances with separate licencies of FMS (not the above mentionend multi-machine-setup), the databases would be separate as well - means: Not the same data at the same second.. (would need synking data)
As mschneider suggested, you can run a two machine deployment. One for data and one for the web publishing engine, but using the same databases. Anyting more than this requires multiple licenses of FMS.
Then use a license from the FileMakeker Developer Subscription for development work on a separate machine. FileMaker Store: FileMaker Developer Subscription
Thank you for the info, looks like we would need to purchase a second server licence, Client runs 3 servers
Server 1 Main Data severs
Server 2 Web Direct
Server 3 Dev Server and run a mirror of Main Server for backup.
We already run the FM Dev Sub server here for pre dev and testing.

Clive you can use the Standby feature of FMS for the live mirrored backup.
You can have the main data server, web direct server and standby backup with one license.
Your development server can be either a full license or an FDS license if that is enough for you.
At most you should need only two licenses. Call FMI sales and speak with them about your options.
