I have done that but now all I see is this - I know something is wrong but just don't know how to fix it. I'm not an IT person

dumb question.. does that file (assume it's available from Your machine) contain tables, fields?
Another dumb question: Do you have the correct access privileges to access the tables / fields in the external file?
When I open the database I can see this but I can not get it when I open the other file I want to have the relationship with

Do you have full access privileges in both files? (Just because everyone in the office can access them doesn't mean the right privileges are set.)
Are you logging into the external file with a correct privilege set?
Did you set the external file access not to be allowable in the security dialog?
When you say "server", do you mean FileMaker Server or a file sharing server?
Is sharing turned on in the external file?

You appear to be always starting at step 2.
Try doing step 1: Manage External Data Sources
You should be able to show us the list of external data sources which you have defined.

When using Manage External Data Sources, which file are you in?
You do not need the file to point to itself.
I'm assuming you are in D56 Notification Requirements
If that is that case, you only need the reference to Project List.
Do I read this right? You're pointing people directly to the hosted database?
I hope not. You're risking corrupting the database - big time. You need to use
file:filename (if it's on the same server)
Do not, under any circumstances, share out the Databases directory from the Server folder. You WILL, eventually, corrupt your databases. And turn off all virus scanning and backup software access to that directory, as well.
If you have correctly added the file reference in the other file, you need to add what FileMaker calls a Table Occurnace to that relationships graph.
Click the button bottom left and choose your external file to add rather than a table in the current file. then you can create the relationship
