Insert from URL inserts an image as a file instead of a picture

I have a container field that I would like to insert an image into.

I'm using the Insert from URL script step to download the image:

The file downloads fine, but it's being inserted as a file, not a picture; i.e. it's showing as a thumbnail instead of the image itself:

It should be noted that this script runs from the server, so it can't be augmented with a "export to temp folder and Insert Picture" as a workaround.

I checked the headers for the download and it's definitely set to download specifically as a picture.

Is there something that I need to do to get FileMaker to insert from url as a picture instead of a file that doesn't require a robot or plugin?
