#1 - what you see is what you get. You can stretch dimensions out, but test it out on your iPad and make adjustments until you are happy.
#2 - no. You can only add objects to one layout at a time. It is (however) easy to copy and paste objects to different layouts, and filemaker themes make it easy to keep uniform style across your file.
Since each layout serves a different purpose, it doesn't make sense that there would be an auto-add to every layout feature.
Also, in terms of development, lynda.com has an entire video series to help guide you through learning layout development. The changes you want are considered pretty easy, and tying layouts together with navigation is a fundamental filemaker technique.
You should also check out at least the filemaker basic training series and work through that before starting development. It offers a number of basic concepts that will help you. There is an advanced version as well that you can "graduate" into after making it through the basic one.

I've been working in Filemaker since it was ClarisWorks, so I am not new to the software but it's been a few years; the jump from FM12 to FMPro15 added so many new features in the layout tools. Probably go thru Lynda.com for the layout specific video series, to upgrade my skills in that area.
