Same issue as last year: I received an email that my FileMaker Developer Subscription is expired, with a link to renew in the email, but on the website there in so option available to renew my FileMaker Developer Subscription...
I think if you actually let it expire you might have to contact FMI to have them sort it out. I have not let mine expire so I cannot say for sure what it is you are supposed to see. I think the logic is that if it expires you need to create a new subscription, but maybe you lose the license keys for the previous versions if you do that.
Mine had lapsed by a few weeks. I just went to the Filemaker store and purchased a new one. All of my keys were available for the previous versions of FMS.

I just paid there for FDS and FBA and they added a year to my existing account.

I tried to renew my subscription that ends the 12 Nov 2016 yesterday 10 and today 11 and I see a blank web page with no option on to do this.
Yesterday, I thought that the web page from iPhone was not complete but this is the same thing yesterday evening or today morning on my Mac with Safari.
Must I use the first page subscription ? I think will lost my licence for FMServer Free.
From a Mac using either Safari Version 10.0.1 (12602.2.14.0.7) or Chrome (54), I am able to see the web pages. What specific page are you trying to access? I will check that page to make sure it is accessible.

There is an a wide vacuum
We have had scattered reports of this but have yet to pin down a cause since it isn't affecting everyone.
Those who have reported this have had success clearing their browser cache and/or trying a different browser. Have you had a chance to try either of these to see if things work better?

I took your advice and tried without success by emptying the cache of Safari, but, using Safari Technology Preview, I get success.
The page was not empty, all information was present and I could renew my subscription.
