check your help under
General keyboard shortcuts (OS X)
Navigation keyboard shortcuts
and see if anything there has been changed
It was the wireless mouse. Once I unplugged the mouse and rebooted, the cursor keys began working again in FIleMaker.

I suppose I should clarify. It was the Razer Ouroboros mouse which was causing the problem not the Apple Magic Mouse. The Razer mouse can be plugged into the USB port directly and function as a wired mouse. Razer also supplies a USB hub that allows the mouse to function wirelessly. Once I pulled the Razer from the USB port and rebooted using the Apple Magic Mouse, everything started working properly. I was then able to re-coonect the Razer mouse with no problems.
I still don't know why FileMaker was the only app to complain, but at least I know how to fix it in the future.
