Create folder in 'Documents'

I'd used an almost identical script to the one below to create folders on the desktop. However, for creating folders/ sub-folders in Documents, I'm failing. What am I missing?

 

Set Variable [ $path; Value:Get ( DocumentsPath ) ]
Set Variable [ $Tools; Value:"Tools" ]
Set Variable [ $Tools_ex; Value:"Tools_ex_files" ]

 

Set Variable [ $folderPath; Value:Substitute ( "/" & $path; ["//"; ""]; ["/"; "\\"]) ]

 

Send Event [ open document; "cmd.exe /C MKDIR " & Quote($folderPath & $Tools & "/"); Application Name: “<unknown>” ] [ Wait for completion ]

 

Send Event [ open document; "cmd.exe /C MKDIR " & Quote($folderPath & $Tools & "/" & $Tools_ex & "/"); Application Name: “<unknown>” ]

I've been doing this on an MS Surface, Windows 8.1.
