I had the same problem when I installed FMS without installing it with local administation account. After re-installing with local admin account I have had the same problem once
I'm sure I installed it with the local admin account because the installer is still on that user's desktop.

You dont have anything else running on that computer? FMS should be a the only software running on that computer. No antivirus software running? No index on it?
I've been having this problem with FMP Server since version 13 and now see it on our v15 test server.
Server is running Windows 2012 via VMWare.
That is 2012R2?
Does the machine meet and exceed the recommended specs (often VM instances are 'skimpy' when it comes to processing power, RAM or disk space)
What browser are you using for the admin console?
2 CPU, 8 GB RAM
The C and D drive both have sufficient free space.
IE 11 on the local server or Chrome on my Mac when doing remote administration.
Symantec is running but the Filemaker app folder and database folder is added as an exception.
Indexing is currently enabled on both drives.
