In case anyone else has this happen, we discovered that the php.ini was SOMEHOW being changed (hacked?) . The line for enable_dl was changed to "on". Until we figure out how is it actually changing, we have made a back-up of the entire php folder and replace it every time this happens (which has been several times)!
