Telling FMP to run the trial results in a window stating that "the maximum number of users are using this copy of FileMaker Pro" and that a license conflict occurred with our database file the user is trying to open.
Our license is an old method total connections permitted license. At the time of testing our license says that we are to have up to 15 concurrent Pro/Go/WebDirect connections. At the time of testing there are 0 connected users.
We are using the full license version of FMP not the newer license model version.

Any chance that this user had installed a trial version? Deinstalling FMP and reinstall again might help
While the symptom is in FM I don't the problem lies there. Sounds like an issue with reading from prefs on the hard drive for that user account. On the same machine, does another account work properly?
I was testing reinstall as a quick solution as you were adding the suggestion. If seems to have worked. All seems good now.
in case someone looks at this in the future, our users do not have the ability to install so something else happened. I am not sure what exactly.
Actually surfaced on two machines. Reinstall of FMP solved it. Not sure what triggered the issue but all seems good now. Thank you.
