If it used to work then something changed.
Did it used to work:
- before you upgraded the version of FMS? from 14v1/2/3 to 4?
- before you upgraded your El Cap on the server to 10.11.6, if so did it work with 5, with 4,…?
- before any recent upgrades on your workstation
Double-check the FMS firewall if you have it turned on in the OS.
Not really sure when it happened.

Is the adminserver process running? Can you get to the Admin Console?
Yes I can access all my database in the admin console on the server. I can
close them and open them. They are also available to my clients.

Sorry it took so long to get back to this post. I'v still having issues. No I cannot asses the Admin Console for my desktop. Also on my Server, the Web server green light is off. I tried to do a Server-Edit Deployment... and I get an error in step 3. Test web server: http://___._._._:80/fmi-test/test.xml): Connection refused.
To access the admin console I type the IP address that I see in the FMPS Status area under FileMaker Server 14 on top of FileMaker Host Name. Followed by :16000 in my desktop (computer that I'm trying to upload Filemaker files) browser.

It sounds like two things: Your WPE isn't running, and there's a problem with the SSL certificate attaching to the server. Have you tried:
Also, what does the lock icon look like in the menu when you attach via the FileMaker client?
You should be able to restart the WPE from the server (since you said you have console access from there).

As for the lock I don't see it in the Menu. Does it show in version 14 of FMP. or is this just in version 15?
I do see a lock on the Username and password box at the beginning and it is in the open/unlock position.

Yeah, you have a certificate problem. Is the server set to use SSL? Which certificate are you using?
None apparently as I looked in the Database Server under Security the check mark for SSL Connections in not checked off. I never had problems uploading files to my server before, why is it that all of a sudden I cannot upload them. What is the easiest and cheapest SSL to get?
Well, if you're not using secure connections, then you must have a problem with either the adminserver process under FMS, or with your web server. (Or maybe with your network.) Can you get to the FMS test page for either WebDirect or CWP?
