On first window open script trigger
May you please clarify more,
How would i use this trigger to tell it to open/show a specific layout to a specific user?

Typically developers program their custom app to do different things based on who's logged in, and you can do that as well in your script trigger. If the new user has a certain privilege set, you can use that to determine where to go.
Your script trigger will be:
If [Get(AccountPrivilegeSetName) = "NewUser" ]
Go to Layout [ New User Layout ]
Go to Layout [Everyone else layout].
You may want to have the default window be something that everyone can access, even if it is a blank layout with the company's logo on it or the words "Welcome!" so that there's no confusion about <<No Access>>

There are three groups of Script Triggers - File level, Layout level and (layout) Object level.
You want file-level triggers. Go to File>File Options.
As the others said... you have to attach a script to a trigger.
You can write the script to do whatever you want.
I'm guessing that you could benefit from grabbing the FileMaker training series and working through any sections on scripting.
You might also want to look at the starter solutions to see how to write scripts to perform actions.
You must write a little script on opening the file that checks for the user to open the specified layout.
