You need to use the FMS file list filtering feature for that... that's what it is there for.

I think these references will help for your requirements.
Ref 2 : Editing record access privileges
- You Required to set Access Privilege Levels depending upon your requirements such as Edit, Delete..
- After you set that privilege to respective members.
- Then some more procedures are there such as make a script(below Follows) and set in Script Trigger whether enter.

What you want to avoid is to use a specific, different layout for each user. I'm sure that the above resources do not use that method. You can instead have a single layout that allows different users to access only the records that they are permitted to access.
