Interestingly enough if you drag and drop it onto a portal field and then open it up outside the portal it will be an interactive PDF.
Have a Global field to temporary store your container files and then move the file to your related record
Try placing a popover button in the Portal, Then copy the container field to the Popover. In the popover the insert features may not be grayed out. This technique may also allow you to make the container field larger for easier viewing and ….
It doesn’t work in a pop-over either.

sreese, Interesting, or not. In my solutions, containers set too interactive in portals always show from the Insert Menu that "Audio/Video & PDF" are grayed out. I believe this is current normal behavior for portals. But in my solutions the containers in popover's from the portal always show normal from the Insert Menu.

It doesn't work in a pop-over on a right click menu in my circumstance. I don't know why. We scripted it via a global to do it a different method.
This is on a PC and not a Mac also so maybe that has something to do with it. I don't know. Maybe its a plugin interfering, I don't know that one either. I highly doubt its the later, but you can never really know.
What I found interesting was that it would show the file icon and still be interactive.
And the main point of my post wasn't to argue about anything, but more to put it out here that the right click menu also will not show insert pdf from a portal row. I didn't find that in any of my search results for insert pdf grayed out filemaker. It found all sorts of stuff about not having interactive container checked and not having a pdf reader installed. This wasn't in any of the results.
I didn't write this particular item in our case, I just helped to troubleshoot why it wasn't working.
Opening the pop-over to insert the pdf isn't really the right option either. You can still drag the PDF onto the field with it being an interactive container and it will work with other references.
And lastly, I agree. I think this is normal behavior. I didn't put it out as a bug, but more of an FYI comment.
