FileMaker database remember where it was last open and in what size from when you where developing on that file. Go to layout mode, change to size of the window that you like at.
What if multiple people are accessing the database and somebody else was doing development. If I go to layout mode and change the size of the window (can you also change which display it is on?) would it affect other users?
Then you have to talk to everyone that develop your solution and learn them how FileMaker works. Having to many developers in the same solution often end up with problems. Make up a strategic plan for your solution that everyone is agreeing on and then work together. Else, find a FileMaker Partner that can help you out
I don't think my question is a developer issue so match as a basic FM UI issue. Everybody has different computers, numbers of displays and screen sizes.
Can each local FM Pro not remember the window location and size of documents it opens, as most other applications can?
It sounds perhaps not?

An FM file on the server always opens as it is last saved when it was used locally.
To accommodate users with different screens etc. you could add a section to your opening script, where screen conditions are queried and subsequently window position and size are adjusted.
Or, if you have a userprefs table (which you should) you can store window size and position OnLastWindowClose. Then restore these on opening.
