You do that by create a List layout with Sub Summary Parts. You then just sort your records based on the field you choose to by the Sub Summary field. In your case your City field
What you're looking for is most likely a list view subsummary report. In the body, you'll list name and phone number. In the Subsummary part, you'll list the city. When you sort by city, you'll get the groupings you're after.

You can have numerous subsummaries, and can sort by whatever you'd like.
In fact, this is a "feature". depending on how you sort, you can have one layout produce different reports!!
remember that sub summary parts can be ABOVE and/or BELOW body part.
