If there is no change, cancel button should close the dialog without asking, as same as other managing dialogs.

I am able to replicate the Cancel issue using FileMaker Pro Advanced 14 and FileMaker Pro Advanced 15. I have sent your post along with my findings to our Development and Testing departments for review. When I receive any feedback, I will let you know.
I forgot to mention that if I click OK the first time, then any subsequent Cancel does not invoke the dialog.

Development has confirmed that the menus are created/modified the first time opening Manage Custom Menus. Once saved, the alert will no longer appear.
