It is a combination of adjusting the portal height, and the number of rows in the portal. It is an imprecise method, that gets a little worse when portal & portal row borders are considered.
There is no way to enter an exact portal row height. AFAIK

I change the number of rows to ONE. Adjust the height in Inspector. Change back to the number of rows desired/permitted by area available.

Yep. That's the way I do it too.
Especially helpful if you have side-by-side portals (the same relationship perhaps?). Getting them "aligned" means they have to both be 1 row, sized, and then change # of rows.
