Why not just double click the button bar to open Button Bar Setup, click to select a button and then click the arrow controls in the Button Bar Setup Dialog to move it to another position?

With the Button Bar Setup open, and a segment selected, I know that clicking the arrows changes the focus to other segments, but I don't understand how to move the actual segment, not just the focus, that way.
I like being able to move segments because sometimes I have a button setup with a name and a script and parameter and such, but want to reorder the position. Dragging, versus building a new button, saves me time.
It's frustrating when it sometimes works and sometimes doesn't.

I stand corrected. Still learning how to work with them too.
But if I click a button, then release the mouse button before clicking and dragging again, I have no trouble re-ordering the buttons. The way I see it, if I click and drag immediately, I am moving the button bar. If I click to select the button in the bar, then click again and drag, I am moving the button within the button bar.
I see similar behavior with a tab control where you click once to select the entire control and then click again to select a particular tab panel.

I was thinking that it was the length of time holding down the second click that differentiated between "move the whole thing" and "move the segment". But I now see that it is the length of time between the first click and the second click.
