With the file local ( before you upload it ) you need to make sure there is some kind of access to the file turned on in the "Extended Privileges" section. Specifically, you likely need [fmapp], at the least turned on. In the screenshot this is the [Full Access] account, but you need to set each Privilege Set appropriately.
I had to manually delete the database from the FMS directory in Library. I then restarted the server.
I then uploaded the database again and now I can access it remotely.
