No, that is possible. If you have headers in first row you can import them

Selecting Don’t import first record (contains field names) skips the first record during import.
If this is NOT selected, the header row is just another record. Caveat: all rows must have equal number of columns. (i.e. A single header row would end up in the first field, likely.)
