Security>Privilege Sets>Records>Custom Privileges.
Select the table you want to protect and Edit>Limited...
This will expose the calculation engine.
It is there you set the calculation for checking the status of a record for editing permission.
Set the privilege set to an active account and anyone logged in with that account will have to obey the calculation when editing records in that table.
Is there is any other of doing it. I haven't worked Privilege sets yet. Still new to FileMaker and learning.

I would invest the time into learning security.
It is worth it in the long run because trying to lock records any other way involves complex scripting that may be more difficult to digest.
Scripting a solution also moves the solution out of the data layer domain into the user interface domain and protecting records from edit is a data layer domain issue.
