What's the best primer for learning PHP w/FM?

The two best PHP libraries for FM are the venerable FX-PHP https://github.com/yodarunamok/fxphp and the FMPHP API supplied with FMS.
Both of these libraries have good example code so you can work through the basics while you're learning how to do things. Being filemaker, some things are ridiculously easy to do but they come with a cost. Keep a close eye on your server performance and do try to do some load testing.

I've just spent a TON of time doing this myself, and I'm a huge fan of the book from formulationspro.com
FileMaker API for PHP 13 eBook The book is also available on Amazon. It's marked as for FMP 13, but I found that it's all very much still current and correct. His examples were much better written then another book I purchased, so I'd say it's worth the read. I was up and running with my own working examples inside of a week, including the time it took to read the book.
Actually - to amplify Beverly's post, the best place for a beginner to start is with J. Stark's Web publishing with PHP and FileMaker 9; do not let the FileMaker 9 stuff put you off of this book as it cover all aspects of what a beginner needs to know.
Then graduate to the Todd Duell FileMaker API for PHP 13 eBook book.
The university of Minnesota used to have wonderful PHP & FMP tutorial pages,but they seem to have disappeared; worth trying to find.
