A portal by definition shows all records connected via a relationship (unless filtered in some way). To show all records in a portal you have to create a relationship that shows all records in a table. This can be a self-join (i.e. joining a table to itself) but to show all records you must use a cartesian join (the X symbol), and it doesn't much matter what field you use. You then base a portal on that relationship and all records will show in the portal.
Portal is displays the related records only. You need to change the portal relationship to show all the related records.
