Yes, you can manually or via script open multiple windows on mac or windows system. Mac is nicer as the individual windows aren't enclosed in an application window like they are on windows.
Pull down the windows menu and note that there is a "new window" command that will create a copy of the current window. After doing that, you can navigate to a different layout in one window to have two windows open to two different things at the same time.
A script can do the same thing and can open the new window as a "Floating Document Window". That window will stay in front of other windows even if you click on or otherwise interact with other FileMaker windows that are open.
