You will want to start by looking at "Server Busy" error when sending mail via 64-bit Outlook.
You may also want to see FileMaker Pro Send Mail compatibility issues

I had the same experinece
I found that on windows machines, if the mail client is 32 bit you have to install Filemaker 32 bit
if the mail client is 64 bit you have to install Filemaker 64 bit
this does not happened on MacOs because there is only one installation for Filemaker
send Email [via smtp]
would be a work around if using same architecture (32-bit/64-bit) for FM AND Outlook/Mail Client is no option.

In response to the article http://help.filemaker.com/app/answers/detail/a_id/14500 Use 32-bit Outlook - remember to check if Outlook is already installed as 32-bit! If this is the case, and you have the problem after installing 64-bit FMP, then uninstall FMP and install the 32-bit version of FMP. Then they'll get along much nicer.
You can switch to MBS FileMaker Plug-in for sending emails.
