How display drop down values where there is not currently a related record

I must be getting senile.  For the life of me I cannot figure out how to do what must be really simple.  I've researched until I am bleary eyed.

      My Problem:

I want to select an entry from a related table that has currently no related record.  The drop down list does not include entries that have no related entries.  So, how do I select a table entry for the 1st time?

      Situation (FMP 15 advanced):

Table1 room id ---> Room table Id (related)

      Layout mode inspector:

Display data from: Table1 room id

           Control Style: drop down

Values from: Room Table (name of room)

      Value List manager:

Use values from Table 1 Room ID

Also display values from 2nd field (Room Name) (related by ID)

Include All values radio button selected

Show values only from second field.

The form hides the Table1 room id under the displayed Edit Box containing the Room table room name.

This works beautifully as long as there is at least 1 related record because it shows in the value drop down.

I know this will be a face-palm moment when it is explained.  Thanks for your help.
