It happens when I add a qualification using the portal which is in a join table that does have the contact ID in it?
this looks to me like your on a layout based on contacts and the contsact_id is empty.
perhaps post the file because your screenshot does not have enough info for diagnosis

It is the contact record and the qualification tab where the error appears.

contact_id in your join table is set to validate as existing.
That means it will throw a validation error at you when you add the first qualification for a contact because the contact id does not exist yet in the join table. You might want to read up on validation
I really wish that validation error identified the table occurrence and not just the field. I'm guessing that you have match fields named ContactID on both sides of the relationship. Then this error pops up and you can't tell which of the two fields is the source of the error.
This is yet another reason to use a naming convention such as:
__pkContactID -- to identify the field in the table where it uniquely identifies each record in the table (Making it a primary key PK)
_fkContactID -- to identify the field in a table where it matches to table with the primary key (making it a Foreign key FK )
adding the additional info is an awesome product idea that would be realy easy to implement.
