In what respect can you 'not open' them? Do you have a username and password?
When I try to open a file I get a message
'The translator for this file format could not be found or could not be initialized'
Which leaves me a bit stuck...
Any installed copy of FileMaker 12, 13, 14 or 15 should be able to open the file--at least to the point where you get a dialog asking for a password.
Nope, I have Filemaker Pro Advanced, tried on 2 different computers and get the same message.
If I try to Recover the file I get
"Workshop.fmp12" was not created by Filemaker or is severely damaged and cannot be opened.
Any other ideas?

Sounds like the file is corrupt. If you took the 'live' files from a Filemaker Server installation (rather than the backup files) then this could have corrupted them. You could try the 'Recover' option from the File menu?...
If you took the files from the live/hosted files on FMS the files are not usable.
Get a set of the files from your last backup instead of trying to recover them.
