It does at any rate preclude the display of the spare row at the end. I haven't time to test this, but if you change the portal filter to
yourExistingFilterExpression or True
it effectively wouldn't filter anything, and the spare row should appear.

Script the creation of a new record, or use a copy of the portal with the filter calculation
IsEmpty ( PortalTable::primaryKey )
to only see the spare row. Once a new related record is created and committed, it will disappear from that portal.
