Important for all members:
Plugin BaseElements (version 1.3.3) is last included in the FM13 !!!
In versions FM14 and FM15 the plugin BaseElements nor any other does not. This significantly limits the functional possibilities of FileMaker.
Sorry what you mean by "included in the FM13" ?
No version of FM include the plug-in. You need install it yourself, or your reseller or some person did it for your FM13.
Latest 3.3 plug-in should work on FM11 or later. BaseElements Plugin | Goya Pty Ltd
Sorry, you do not have complete information. The BaseElements plug-in was included in FMPA13-CZ.
In version FMPA14-CZ is the ability to install it.
In FMPA15-CZ can not even turn on after installing the plugin!
Perhaps in FMPA16 will again be able to use external functions.
As the Czech version from Winsoft International isn't part of the original release by FileMaker Inc, it wouldn't be surprising if Goya never tested their plugin with those versions of FileMaker Pro. I would suggest that you report this issue to Goya at the website mentioned by mikebeargie above, and then they can hopefully tell whether there is indeed a specific issue with the Czech version.

Maybe you have installed the plugin(s) in the wrong place. There are several positions where you can install plugins and if you have identical named plugins, simply the first encountered will be recognised by FMP.
Check the knowledgebase on how-to.
I just installed the Winsoft International FMP Winsoft Czech (etc) Trial Version (on a Mac), and have no issues installing or using the BaseElements plugin v. 3.3.3.
So most likely Menno is right about this being an issue related to where you've installed the plugin.
